An even horizontal line, roughly 600mm to 1.2m above the floor, on a ground-floor wall. It marks where the water stops climbing and starts evaporating. Condensation does not produce a level line like this.

Wallsend is old coal country and a declared Mine Subsidence District, with a creek running through it that floods. It is the suburb where the three Newcastle problems overlap most: ground movement opening a path for water, flash flooding charging the soil, and pre-war brick with no damp course to stop any of it.
Wallsend's older stock is mining-village cottages, brick and weatherboard, with later post-war brick filling in around them. The cottages tend to have modest footings and a slate course if any, and they are the ones where a genuine failed damp course — rather than a bridged working one — is a realistic finding.
Two separate problems meet here. Wallsend sits over historic coal workings and inside a Mine Subsidence District, and it also sits on Ironbark Creek, which floods. A wall can therefore be cracking from movement and wetting from flood in the same house, and treating either one alone leaves the owner disappointed. An assessment in Wallsend that does not look at the crack pattern is not an assessment.
Newcastle gets a little over 1,100mm of rain a year, and it does not arrive politely. A large share of it falls in intense bursts — east coast lows and summer storms that drop more in a few hours than the drainage was ever built to carry. Water that arrives that fast does not soak in evenly. It runs, it ponds against whatever stands in its way, and it charges the soil around and under footings for weeks after the street looks dry.

Ground above the damp course is the fix, not a second damp course below it. Injecting under a bridge changes nothing and you will have paid for it.
Salt left in the render pulls moisture out of the air on its own. A wall with a perfect new course and its old plaster still reads damp, and the owner assumes the course failed.

Prices are indicative ranges only. A terrace with a shared wall, a heritage-listed facade and an ordinary inter-war cottage all cost differently to treat, and every fixed price follows an on-site assessment.
Yes, and New Lambton and Adamstown are full of examples. Double brick laid before the war frequently has no serviceable damp course, and a path poured against the wall decades later does the rest. Not being a period terrace is not protection.
You can buy the kit. It usually fails because the diagnosis was wrong, or the salt already in the wall was never removed, so the tide-mark comes back through the new plaster. The chemical is the cheap part.
